Statistical Interoperability Node

The European Commission implemented measures to set up the semantical and technical bases for the Statistical Interoperability Node for data exchange across government bodies at the regional and national level. In addition, it piloted with the National, Canarian, and Andalusian Statistics Institutes to test and evaluate the feasibility of the proposed architecture through the design and development of an operational proof of concept.

Context 

The project addresses inefficiencies in Spain’s statistical data exchange, caused by fragmented systems, bureaucratic processes, and restrictive GDPR interpretations. It focuses on establishing the Statistical Interoperability Node (InterSTAT) to streamline and modernize data sharing across national, regional, and local statistical agencies. Key activities include defining technical frameworks, testing feasibility through a proof of concept, and aligning with Spain’s Recovery and Resilience Plan. The project aims to enhance interoperability, improve data-driven policymaking, and foster efficient, cohesive digital public administration.

Support delivered  

The EU-funded support, under Regulation (EU) 2021/240, was delivered by DG REFORM, in partnership with Spain’s National, Canarian, and Andalusian Statistics Institutes. Activities included defining technical frameworks, designing the Statistical Interoperability Node, creating an implementation roadmap, and developing a proof of concept. These efforts took place across Spain to improve statistical data exchange processes. Co-creation workshops and stakeholder engagement ensured the outcomes’ practical applicability. The initiative aimed to enhance interoperability, streamline data sharing, and support evidence-based decision-making, aligning with Spain’s Recovery and Resilience Plan.

Results achieved

The project successfully established the Statistical Interoperability Node, improving data exchange across Spain's national and regional statistical bodies. The initiative enhanced data interoperability, streamlined processes, and supported evidence-based decision-making. Stakeholders, including government bodies and researchers, benefit from more efficient data sharing, improved statistical quality, and greater access to high-value datasets. The expected impact includes better-informed policy decisions and increased data-driven governance across Spain.
