Corruption Risk Assessment Methodology for the Bulgarian Revenue Agency

The commission helped enhancing the capacity of the National Revenue Agency (NRA) of Bulgaria to develop and implement a methodology for corruption risk assessment and management, including a system for monitoring and evaluation of the implemented anti-corruption policies and measures, and training of the staff.

Context

Strengthening its administrative capacity for effective control of the corruption risk is of strategic importance for the NRA, considering the mission of the Agency to collect the public revenues and provide quality services to the taxpayers at the highest level. In addition, the validation of the Agency's image as a responsible institution, meeting the high expectations of the public and the business for quality administrative services and high professional ethics, has a strong positive impact on the level of tax compliance.

Support delivered

The project addressed the needs of the NRA by providing the following main deliverables:

  • Analytical report of the current situation regarding the anti-corruption within the Agency;
  • Comparative benchmark analysis of good international practice;
  • Methodological framework for assessing corruption risk at NRA;
  • Roadmap and implementation plan for the new anti-corruption framework;
  • Training materials and training sessions on the new framework for the staff of NRA.

Results achieved

The NRA has achieved the following results from the provided technical support:

  • Tailor-made methodological framework for corruption risk assessment, including a system for monitoring and evaluation of planned and implemented anti-corruption policies and measures.
  • Enhanced capacity of the NRA staff to monitor corruption and apply anti-corruption practices.

In the long run, the support measures would contribute to reducing the corruption risk and preventing corruption withing NRA, build a stable culture of zero-tolerance against corruption, and boost public trust, tax compliance and collection of revenues.
