In late 2023, the European Commission presented its Communication on public administration, entitled “Strengthening the European Administrative Space (ComPAct). The ComPAct reflects that public administrations and governance underpins everything else. Without efficient and effective public administrations there can be no delivery on EU policies and instruments, and also no trust from citizens. 

The 2024 Technical Support Instrument Annual Conference: “Reforms with an impact: together we are stronger!”, hosted by the European Commissioner for Cohesion and Reforms Elisa Ferreira and DG REFORM, is around the corner.

On 24 and 25 April 2024 in Brussels, the Conference will bring together high-level inspirational speakers and panelists from the EU Member States, the EU institutions, fellow international organizations and academia to discuss how the EU supports the Member States reform process and how best we could keep supporting them in the future. 

On 26 March 2024, Commissioner for Cohesion and Reforms, Elisa Ferreira presented the new set of reforms that the Commission will be supporting in all 27 Member States through the Technical Support Instrument.

The new round of reform projects will contribute to improve public services, foster competitiveness towards a net-zero economy and to ensure local and regional development.

During the Competitiveness Council configuration (COMPET) on the 7th of December, the European Commission will inform member states about the Communication on Enhancing the European Administrative space (ComPAct) that the College adopted on 23 October 2023. In this document, the Commission proposes a set of actions to support member states’ administrations in becoming more resilient, innovative and skilled, and to strengthen administrative cooperation.

As a global leader in climate action, the EU is going to COP28 eager to raise ambition among our international partners. This year, the focus will be on global energy targets.

Although COP is first and foremost about the negotiations, the EU will also host 90+ side events on the most pressing climate-related issues. Among those side events, DG REFORM is co-organising 2 sessions on sustainable finance as part of its effort to provide technical support to Member States on financial markets and access to finance.

The objective of this Conference is to improve the uptake of science into policy making to confront with current and future challenges. The debate will involve representatives from the European Commission, national governments, academia and civil society.

The Directorate-General for Structural Reform Support (DG REFORM) is organising a workshop on “Data Sharing, Governance and Integration” through the TAIEX instrument*, with the OECD as implementing partner of the Technical Support Instrument projects for the 2022 Flagship “Support to the tourism ecosystem: towards a more sustainable, resilient and digital tourism”, together with Croatia, Greece, Italy, Malta, Portugal, Slovenia and Spain.

On the 25 May, the Commission is organising the conference Supporting Skills Development through reforms in the context of 2023 being the European Year of Skills.

The objectives of the conference are to exchange on how to best support national administrations achieve the necessary reforms in the area of skills development, and how to build synergies with EU funding instruments such as the European Regional Development Fund and the European Social Fund.

The Conference officially launched the 2024 round of the Technical Support Instrument, the EU programme that provides tailor-made technical expertise to EU Member States to design and implement reforms. The conference presented the main features of the Technical Support Instrument and define its priorities for the upcoming year.

During the conference were discussed the needs for Public Administrations to be fit for the future and adaptable to change and explored in particular how the Technical Support Instrument can support the Public Administrations in this endeavour.

On 28 and 29 April, the Directorate-General for Structural Reform Support is organising 3 high-level panels in the context of the Delphi Economic Forum VIII.

The panels will discuss the role EU reforms play in shaping the future of Member states, by promoting reskilling and upskilling to take advantage of the green and digital transitions, 2023 being the European Year of Skills, how all levels of public administrations are being prepared for future challenges as well as how the cultural sector's potential to boost economic growth can be further enhanced. Finally, the panel on migration, moderated by a DG REFORM representative, will elaborate on the challenges and views on ways to address the issue of migration in Europe.

The new round of projects will contribute to improve public services, to create sustainable growth, to make our economies more competitive and to ensure local and regional development.

This conference is organised by Directorate-General for Structural Reform Support (DG REFORM) of the European Commission in the context of the French Presidency of the Council of the European Union, with the support of the Presidency of the Greek Government, to mark 10 years of cooperation, in the area of public administration and governance, among the European Commission, the French Republic as Reform Partner and the Hellenic Republic as Beneficiary.

On 5 May, the European Commission organised the 2022 Technical Support Instrument Annual Conference, to highlight the importance of the Technical Support Instrument for the successful design and implementation of key reforms in the Member States.

Furthermore, the conference addressed, in particular in the context of the recent crises (COVID 19 pandemic, Russian invasion of Ukraine), whereby Member States need to strengthen further their resilience and the structural capacities of their administrations. The conference also marked the official launch of the TSI 2023.

On 9 March, Commissioner for Cohesion and Reforms, Elisa Ferreira, presented the new set of reforms that the Commission will be supporting in all 27 Member States through the Technical Support Instrument.

The Commission will provide support to Member States to design and implement reforms to enhance their resilience against crises, speed up recovery and sustainable growth for improving citizens’ life and businesses activities.

The online conference took place on the 25 November 2021 and built on previous discussions on how to support public administrations in the EU. The high-level panels discussed how the MS public administration is impacted by broad challenges such as demographic change, the complexity of policy issues, or the twin transition. Eight workshops expanded upon these issues discussing among others public administration skills gap, adaptation strategies, interoperability and innovation within public administrations.

In this panel discussion Mr Mario Nava, Director General of DG REFORM, shared insights on how DG REFORM supports EU Member States in the implementation of the Green Deal, focusing in particular on the example of the multi-country initiative on green budgeting training.

The European Commission organized its Technical Support Instrument Annual Conference, to share information about the Instrument and the role it plays in building a European Union that ultimately emerges fairer and more resilient.
