Enhancing the European Administrative Space (ComPAct)
Public administrations are essential for converting EU and national policies into concrete outcomes, implementing reforms that benefit citizens and businesses, and directing investments towards the green and digital transitions while enhancing competitiveness. They are, however, under growing pressure due to multiple, overlapping crises, numerous competing priorities and tight public finances.
The European Commission has introduced the ComPAct, a strategic set of actions designed to support the resilience, innovation, and skills of public administrations in Member States. It will also strengthen cooperation between public administrations, thereby bridging policy and service gaps at the European level. By promoting overarching principles of quality public administration and intensifying EU support for modernisation, the ComPAct aims to develop a stronger European Administrative Space.
This ComPAct is helping achieve the EU Skills Agenda, contributes to the Digital Decade objectives (including having all key public services accessible online by 2030), and supports public administrations to meet the ambitious 2030 climate and energy targets.
The ComPAct follows calls from Member States, the European Parliament, and the Committee of the Regions for greater cooperation and dialogue to enhance administrative capacity and quality at all levels of government. It also addresses public expectations simplification, faster service delivery, greater transparency, and closer engagement with citizens.
