Strengthening the Governance Model in Pre-tertiary Education in Romania
The Commission aims to generate evidence and advice for the Romanian Ministry of Education on the design and implementation of new education legislation. It focuses on four policy areas that are key to improving education quality and equity in the country: school evaluation and support; resources for education; the teaching profession; and the data and monitoring system.
Context
In 2023, Romania passed a new law on pre-university education that sets out changes to the provision, governance and resourcing of schooling. These changes come at a critical time for the country’s development. The measures in the new law have the potential to ensure quality education and foster economic growth and inclusivity.
Measures in the law are informed by the long-term vision for Romania’s education sector, set out in the “Educated Romania” initiative, and take place against the backdrop of a significant increase in European funding provided through the country’s National Recovery and Resilience Plan (NRRP) 2021-2026.
Support delivered
The project consisted of the following support activities:
- Diagnostic report: In 2023, the OECD produced a diagnostic report to provide an overview of the major issues facing the Romanian school system, strengths and challenges of the country’s planned reforms and possible approaches and international examples.
- Workshop series: In June-July 2023, the OECD organized a series of workshops to present and discuss the considerations outlined in the diagnostic report.
- Technical report: The final publication will be released in February 2024. It provides recommendations to the Ministry of Education on the implementation of planned education reforms.
Results achieved
The project’s activities and final publication “Reforming School Education in Romania: Strengthening Governance, Evaluation and Support Systems” provided evidence and advice for the Romanian Ministry of Education on the design and implementation of new education legislation in four key policy areas: school evaluation and support; resources for education; the teaching profession; and the data and monitoring system. Through different exchanges, webinars and workshops, the project also helped bring together and encourage collaboration between a variety of stakeholders across Romania’s education system.
Ultimately, the project results will contribute to enhancing the efficiency and equity of the pre-tertiary education in Romania
