Strengthening the management of the Romanian education system
The Commission will help modernise and raise the quality of education provided by the public administration, in line with the strategic national document Educated Romania. The goals of Educated Romania and this project converge with the RRP and the global 2030 Agenda for Sustainable Development, which address challenges such as quality, equity and infrastructure of educational systems.
Context
Romania has no adequate framework for support destined to schools situated in municipalities with limited administrative capacity, which worsens geographic disparities. In particular, local administration units (LAU) with high shares of students belonging to marginalized groups have limited administrative and financial capabilities to support measures aimed at increasing equity. These challenges have led Romania to undertake ongoing legislative reforms related to the education governance system, including changes to the management and funding of small, rural schools; and consolidating authority for the quality assurance of schools throughout the country, etc.
Support delivered
The technical support will be delivered through qualitative assessments of the current system and need analysis (legal, financial, human capacity, data & information) through a series of workshops. At the end of the project, the national authorities will have at their disposal a Report on Recommendations for changes to Romania’s education governance system and guidance on the implementation, monitoring and evaluation of the Educated Romania initiative.
Results achieved
The technical support is expected to provide national authorities with concrete steps for strengthening the governance model in pre-tertiary education in Romania. Once implemented, the expected long-term effect of this Project is the increased capacity of the Ministry of Education to develop implementation plans and monitoring and evaluation frameworks for its current and future education strategies.
