The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supports the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 1800 reform projects in 27 Member States.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In April 2024, High-Level representatives from the European Commission, Member States and other Institutions gathered to share their perspectives on how the TSI 2025 could support Member States for the successful design and implementation of resilience-enhancing reforms, and in particular Public Administrations to be fit for the future and adaptable to change.
The conference also started the discussion with Member States on potential multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument - and presented a set of "Flagship" projects - supporting reforms which are largely needed across Member States and are in line with the EU priorities.
For 2024, the Commission approved the following 7 reform support projects for Austria:
- Evaluation of AI-supported data analysis, audit processes and methods including use cases
- Support for the development of a concept with feasible options for the establishment of a nationwide protection facility for child victims of trafficking
Multi-country projects:
- Fighting bid rigging in public procurement: improving compliance and competition for public contracts
- Strengthening Austria's capacity to model the macroeconomic effects of 'green' policies and investments through the GreenREFORM model
- PACE - Promoting cooperation and cross-border exchange on important pillars of the Green Transformation: Green Finance and Green Skills
- PACE- Promoting cooperation and cross-border exchange on legal challenges and issues related to energy transition
- Building Policy Coherence for Sustainable Development (PCSD) in Austria
- Promoting the mental health of youth by addressing the risks of online gambling and gaming
For 2023, the Commission approved the following 9 reform support projects for Austria:
- Development of an infrastructure for micro-data analysis for National Productivity Boards
- Regional and local authorities – Enhancing Quality of public administration and cooperation, Prevention of money laundering and terrorist financing
- Forecasting and steering the teaching workforce in Austria
- Towards person-centered integrated care
Multi-country projects:
- Renovation Wave - Improving the survey of the national building stock
- Integration of environmental dimensions in public finances - implementing the 'Do No Significant Harm' (DNSH) principle in public funding programme
- Strengthening tax compliance by implementing behavioural insights for revenue administrations in Belgium, Austria and Portugal
- Measuring Citizen’s Satisfaction with Key Government Services for Better Performance and Enhanced Trust
- Developing in-house capacity for Latvia and other Member States
In 2022, the Commission approved 6 reform projects for Austria:
- Follow-up project for the implementation of an electronic file system in Burgenland
- Roadmap for a future Comprehensive Raw Material Balance
- Improving the framework conditions for staff in early childhood education and care to enhance the quality of education for children (Implementation of the European Child Guarantee)
- Establishing a nationwide Financial Education online Platform for Austria
- EU Supervisory Digital Finance Academy: Strengthening Supervisory Capacity in innovative Digital Finance

- Digitization of the application of tax law in Austria
- Innovative methods of identifying ominous bank behaviour employing new public data sources
- Strengthening Austria’s national economic security and preparedness
- Improving patient access to medicines through securing, strengthening and expanding national production of medicines
- Identifying strategies for the development and implementation of digital-ready legislation

Highlighted projects
The Commission helped to increase the OeNB's capability to identify atypical bank behavior. To this end, among other things, the FMA's complaint and enquiry management system was redesigned to also serve as a potential support system for the OeNB.
The Commission helped both the Financial Market Authority (FMA) of Austria and the National Bank of Romania (NBR) in building their capacity of identifying, measuring, modelling, and mitigating climate and environmental risks impacting the financial system’s stability.
The Commission supports the creation of a hub that will enable Austria, Belgium and Slovenia and project promoters to navigate through the various programmes and funding instruments in order to identify how they could best use EU support.
