The Technical Support Instrument (TSI) provides tailor-made technical expertise to EU Member States to design and to implement reforms, in a wide range of areas such as revenue administration and public financial management, public administration and governance, growth and business environment, labour market, education and social services, migration, and financial market and access to finance. The TSI has been also supporting the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member States. Those reforms support Member States address their reform agenda, in line with the EU priorities and the country specific recommendations issued in the context of the European Semester.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument annual cycle is launched every year during the dedicated TSI Annual Conference. The conference also starts the discussion with Member States on potential multi-country projects, geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument. The event is also the opportunity to present the new "Flagship" projects, supporting reforms which are largely needed across Member States and are in line with the EU key political priorities.
For 2025, the Commission approved the following 19 reform support projects for France:
- Automation of routine tasks in judicial proceedings (ARTJP)
- Accompagner les choix de vie des personnes en situation de handicap en transformant l'offre à travers trois leviers : l'évolution des pratiques professionnelles, la mobilité et la digitalisation.

- Improving capacity in Member States to effectively implement the Pillar 2 Directive (Directive 2022/2523)
- Facilitating the CSRD implementation by mapping the data sources
- Inclusion of gender considerations in French public procurement
- Supporting Digital Transformation in Competition Law Enforcement
- PACE - Collaborative digital tools of European public services (France)
- Strengthening Detection and Reporting of Bid Rigging in Czechia, France, Ireland, Latvia, Poland, and Portugal
- Evidence-informed policy making for green and digital transitions
- Mapping, common denominator, best practices and common dictionary of AML/CFT related STR reporting obligations, including financial data and transaction records, received spontaneously and upon request by private sector obliged entities
- Enhance the skillset of the AMF staff on digital finance throughout the chain from policy to enforcement
- Digital approaches to fiscal reporting
- Gender mainstreaming in public policy and budget processes in Paris
- National Strategy for the Development of Social and Solidarity Economy
- Improving France Travail's services to citizens and businesses through the use of Artificial Intelligence

For 2024, the Commission approved the following 10 reform support projects for France:
- A better understanding of some populations, including vulnerable groups, to improve their digital financial literacy
- Consolider et mettre en œuvre la feuille de route transition écologique de la Délégation Générale à l'Emploi et à la Formation professionnelle
- Generative AI for the new AMF Missions
- Intégrer les nouveaux systèmes d’information douaniers européens dans le dispositif de frontière intelligente entre la France et le Royaume-Uni
- La transformation de la fonction ressources humaines au service des transitions managériale, écologique et numérique des administrations publiques
- Piloter la question de la santé mentale dans une démarche école promotrice de santé jusque dans les établissements scolaires et en mobilisant l'ensemble de la communauté éducative
- Support to the preparation of France's national restoration plan
- Évaluation scientifique de la charge de travail des magistrats de l’ordre judiciaire français

The Commission aims at assisting the French Central Bank (BdF), the French Financial Markets Authority (AMF), the French Prudential Supervision and Resolution Authority (ACPR) and the Institut d'émission des départements d'outre-mer (IEDOM).

The Commission supported the project’s aim to reduce certain educational inequalities in France via the improvement of the digital app on special educational needs.
