Public administrations are under increasingly high pressure to address the effects of ‘polycrisis’: from the COVID-19 pandemic to the war in Ukraine, to climate change. They also deal with a triple challenge to do “business as usual”, prepare the societies and economies for future shocks, and prepare for the future.
The Commission has been supporting the public administration in the EU Member States with a range of instruments: from strategic and operational analysis to the design and the financing of reforms and investments; from the provision of evidence to advice and guidance from relevant stakeholders, including other Member States.
To reinforce this support and enhance the European Administrative Space the European Commission adopted ComPAct, a strategic set of actions aiming to help public administration become more resilient, innovative and skilled. ComPAct will also to strengthen the administrative cooperation across Member States, thereby allowing to close existing gaps in policies and services at European level.
DG REFORM coordinates, within the Commission, the broad and crosscutting topic of public administration and governance. It chairs the Inter-Service Group on Public Administration Quality and Innovation (IGPA), a Commission services' platform for sharing of knowledge and building synergies between different initiatives related to public administration. DG REFORM contributes to the assessment of public administration’ functioning and performance notably in the context of:
- the European Semester;
- the Recovery and Resilience Plans under the Recovery and Resilience Facility;
- the Rule of Law mechanism.
It develops the Commission’s knowledge on the way in which the public administrations in the EU Member States function, the challenges they face and what approaches can help improve their operations and hence trust.
The Expert Group facilitates the dialogue between the European Commission and representatives of the Member States on Public Administration and Governance.
