Integrated Smart Sustainable Mobility: Developing Holistic Solutions for Malta and Gozo

The European Commission support the Ministry of Transport in delivering sustainable transport through the provision of

a)   a feasibility study on hydrogen for transport, and

b)   a sustainable urban mobility plan and a sustainable urban logistics plan in satisfaction of the Maltese RRP.

This will contribute to the adoption of a national policy framework on the use of hydrogen for the national transport system and a sustainable urban mobility plan.

Context 

Malta is aiming to reach zero-carbon emission transport system. However, the high number of registered cars leads to an increase in GHG emissions, whilst the initiatives carried out to increment the use of public transport only led to short-term solutions. Specifically, the project is linked to the milestone reform under Component 2 of the RRP, with particular reference to revision and updating of the SUMP for the Valletta Region. In addition to that, the project is also linked to the implementation of the principles of the relevant legislative proposals under the Fit for 55 Package (i.e. Alternative Fuel Infrastructure Regulation).

Support delivered

The contractor will develop guidance to the beneficiaries thorough a deep understanding of each region, addressing its needs. The exercise is to include the identification of relevant stakeholders and extensive consultation with these, the collection of data, modelling and development of scenarios, development of measures and the related evaluation and analysis. Throughout this exercise, the contractor will follow the European Local Transport Information Service (ELTIS) guidelines in the development of a sustainable urban mobility plan, specifically the latest version published by the European Commission. In addition, the identification and consideration of good practices is also envisaged. Lastly, the support will include the organisation of workshops.

Results expected

The project will contribute to:

  • the adoption of a national policy framework on the use of hydrogen for the national transport system and
  • the development, thorough consultation and adoption of a sustainable urban mobility plan and a sustainable urban logistics plan for Malta and Gozo.

The project assisted the Maltese authorities to meet Milestone MT-C[C2]-R[R3]-M[2.4] - Publication of the Sustainable Urban Mobility Plan for the Valletta Region by Q4 2022.

Additionally, the project will seek to

  • create sustainable regions through reducing congestion,
  • promoting a modal shift towards collective modes of transport and active mobility,
  • increase the quality of life,
  • contribute to climate and environmental goals and
  • improve accessibility of transport.

The expected results should contribute to further decarbonisation of the national transport system and enhance sustainable mobility across the Maltese Islands.
