Support To The Preparation Of Social Climate Plans

The European Commission supports the preparation of national Social Climate Plans (SCPs) in nine Member States, namely Belgium, Croatia, Czechia, Denmark, Finland, Latvia, Lithuania, Romania and Slovakia. In addition, Greece is receiving similar technical support under a separate project of broader scope.

Context

The Social Climate Fund was established alongside the new EU Emissions Trading System (ETS2) covering emissions from fuel combustion in buildings, road transport and additional sectors. It will provide Member States with funding to mitigate the social impacts of ETS2, so that the most affected vulnerable groups receive dedicated financial support and are not left behind. 

Following a country-wide consultation, each Member State will include measures and investments in national Social Climate Plans, which will be submitted to the European Commission by June 2025. The European Commission will assess the plans and release funds upon achievement of milestones and targets.

Support to be delivered

This project aims to assist beneficiary authorities to: 

  • Analyse the impacts of ETS2 on vulnerable households, transport users, micro-enterprises, with particular emphasis on energy and transport poverty;
  • Identify and assess measures and investments to be considered for inclusion in the Social Climate Plans.  

The project will also provide other inputs for the preparation of the Social Climate Plans, such as supporting stakeholders’ engagement activities. 

Expected results

The project is expected to lead to the finalisation and submission of the Social Climate Plans by the beneficiary Member States.
