Building capacity and improving overall performance of Home Affairs Funds in Cyprus within Flagship “Migrant and Talent Attraction”

The Commission is supporting the Ministry of Interior in Cyprus in improving the management of Home Affairs European Funds through building the capacity of its European Funds Unit (EFU). The support will include updating the relevant existing procedures and tools, in compliance with the EU regulatory framework.

Context

The European Funds Unit of the CY Ministry of Interior, as the Managing Authority, needs to introduce new structures, processes, services and programmes, or adjust existing ones, and to promote improved coordination and consultation mechanisms within the administration and stakeholders, in order to improve the effectiveness and efficiency of the management of the European home affairs funds. The aim is to ensure regularity, eligibility, and full use of available EU financial support, covering migration, asylum, internal security and borders management.

Support delivered

The support measures include:

  • Assessment and review of the current Management and Control system for the European home affairs funds.
  • Provision of recommendations and action plan to implement them.
  • Development of new tools and provision of training / workshops to stakeholders (e.g. policy makers, project beneficiaries).

Results achieved

The project will lead to the adoption of simplified procedures, tools and actions, as well as capacity building that will increase the overall performance of the home affairs funds, including full absorption of the funds to support Cyprus migration, asylum and borders management policies in line with the EU acquis.
