Support the development of an Individual Learning Account in Hungary

The European Commission supported the Hungarian Ministry of Culture and Innovation in developing an individual learning account scheme to address skills gaps and raise levels of participation in adult learning and education. The project develops an ILA scheme tailored to Hungary's challenges in the adult learning system and provides a roadmap for the rollout of the scheme across the country. 

Context

Hungary faces a persistent challenge in boosting adult education participation. Despite an upward trend, the participation rates still lag behind those of other Member States. The ever-changing labour market highlights the significance of on-the-job training and flexible adult education systems.

Active involvement in training is essential for developing a skilled workforce. There is an immediate necessity to enhance the skills of the inactive and low-skilled workforce. The current adult training system, which is supply-driven, lacks the required flexibility. The introduction of a demand-driven ILA scheme will serve as a valuable tool to boost participation in training. 

Support delivered

The European Commission has facilitated the conceptualisation of the ILA scheme through its Technical Support Instrument managed by DG REFORM and working with the Ministry of Culture and Innovation (January 2023 – May 2024) to deliver:

• An analysis of the state of play of the adult learning system in the country, aiming to identify challenges to be addressed by the scheme. 
• Lessons from international experience.
• Consultation and workshops with stakeholders testing and developing the capacity required to implement ILA. 
• Road map and detailed action plan 

An estimation of the potential costs and impacts of the scheme. 

Results achieved

The project sets out a proposal for a fully functional ILA scheme to be developed and implemented by the Hungarian government and its partners. This includes a single digital portal, personal accounts, and a registry of accredited training courses and providers. Support will be offered to individuals in making informed decisions regarding their training selection.

The roadmap outlines key principles and timelines for the ILA scheme up to 2030 including a pilot period during which the scheme can be tested with a restricted target group. Ultimately, the scheme is intended to be open to all adults in Hungary, providing access to lifelong learning opportunities
