ICT Strategy of the state administration and modernisation plan for the public administration

The Commission supports Spain's digital transformation of the Public Sector under the Digital Spain 2025 strategy. In particular, to develop and implement the 2021-2025 public administration digitalization plan and monitor the strategy, and to enhance technological renewal, data quality, and telecommunications networks while adopting best practices. The expected outcome is the modernization of digital services, ICT infrastructures, and administrative procedures, driving improved efficiency, accessibility, and innovation in telecommunications and all levels of public administration (state, regional and local).

Context

The Spanish Government's Digital Spain 2025 plan aims to drive digital transformation, boost economic growth, reduce inequalities, and increase productivity. Supported by the Structural Reform Support Programme (SRSP), the “Digitalization Plan for Public Administration (2021-2025)” promotes these actions. 

Spain’s decentralized digital system operates at state, regional, and local levels, with uneven digitalization progress. The 2021-2025 strategy focuses on modernization in a coherent and coordianted manner.

Regarding connectivity, there is a need for better ordering, integrating and geo-referencing coverage and infrastructure data for more efficient and effective telecommunications management.

Support Delivered

The support targets two key entities and was delivered over a period of 12 months. 

1. General Secratariat for Digital Administration (SGAD): the project delivers a model of governance to support the SGAD in the Digitalization Plan for Public Administration (2021-2025) through a to-be model.

2. Secretary of State for Telecommunications and Digital Infrastructures (SETELECO): the project supports the technological renewal of STELECO, while improving its data quality and open data architecture and accelerating telecommunications networks.

Results achieved

1. General Secretariat for Digital Administration (SGAD): The project led to the co-design of an improved governance model for Spain’s digitalization plan.

2. Secretary of State for Telecommunications and Digital Infrastructures (SETELECO): The project supported Spain’s vision for enhanced services, efficiency, and accessibility in telecommunications and digital infrastructures for entities and citizens. Best practices from other countries were incorporated, driving regulatory and procedural changes for network operators and promoting user-centricity. Cutting-edge technologies were proposed, and the project laid the foundations for a mobile application to manage telecommunications user complaints.

When thoroughly followed up by the Spanish administration, these initiatives will significantly improve service quality and efficiency.
