Digital transformation for regional and local public administrations

DESCRIPTION OF THE FLAGSHIP PROJECT

This Flagship Technical Support Project aims at helping EU regional and local authorities design and implement structural reforms in the field of digital public administration. The flagship project is targeted at supporting several aspects of the digital transition in the Member States and improve the quality of services for citizens and businesses.

The proposed flagship project targets three areas that are highly relevant for regional and local administrations:

  1. Sustainable connectivity, including cybersecurity
  2. Development of smart cities
  3. Interconnectedness with digital systems used by other authorities, including in other Member States

IMPACT OF THE FLAGSHIP PROJECT

  • Acceleration of the digital transition in the EU Member States through the implementation of EU digital strategies (such as the 2030 Digital Decade or the Once-Only principle) at the regional and local levels
  • Enhanced digital administration at the regional and local levels
  • Improved quality of digital services for citizens and businesses
  • Increased socio-economic attractiveness of regions

  • Support regional and local administrations to translate the national digital transition plans at regional and local levels
  • Support the concrete implementation of EU and national digital strategies
  • Unleash the benefits of digitalisation for citizens and businesses alike

MEASURES OF TECHNICAL SUPPORT PROVIDED

This flagship project identifies three work packages, each with its own set of deliverables that will be tailored to each Member State. Member States can request support for one or more work packages.

Sustainable Connectivity

  • Local deployment of the national “5G corridor deployment strategy”
  • Business process reengineering
  • Technical specifications
  • Proofs of concept
  • Digital skills for regional and local administrations

Smart Cities

  • Smart cities strategy (including the development of local digital platforms and local digital twins)
  • Business process reengineering
  • Technical specifications
  • Proofs of concept
  • Digital skills for regional and local administrations

Connected Public Administrations

  • Once-Only and eIDAS implementation design
  • Regional and local public administrations business process reengineering
  • Technical specifications for eIDAS and Once-Only principle solutions
  • Proofs of concept and implementation guidelines for advanced digital technologies (e.g., AI)
  • Strategies for ensuring digital skills for regional and local administrations (including training materials, training the trainers, policies for recruitment and outsourcing)
  • Reinforced local digital governance to better coordinate the design and implementation of digital services and increase the interoperability and efficiency of investments

RECOVERY RESILIENCE FACILITY RELEVANCE

This flagship project is well aligned with and relevant for the implementation of the Recovery and Resilience Facility (RRF). Digital transformation is at the core of the RRF and national plans are required to allocate a minimum of 20% of RRF investments to the digital area. Across the approved Recovery and Resilience Plans, Member States have exceeded this target, allocating more than 26% of their spending to the digital transition.
