Have your say – TSI midterm consultation

Share your views on the Technical Support Instrument to help us evaluate it and shape the future of the programme

We want to hear from you on the performance of the Technical Support Instrument (TSI), to assess its performance in its midterm (from 2021 to 2023). 

The TSI is an important part of the EU’s initiative to help EU countries mitigate the economic and social impacts of COVID-19. With a budget of EUR 864 million for 2021-2027, the TSI is managed by the Directorate-General of the European Commission for Structural Reform Support (DG REFORM). It helps EU countries design and implement resilience-enhancing reforms by dispensing expertise to national authorities. Technical support is provided in a wide range of policy areas, including, but not limited, to: green and digital transitions; healthcare and long-term care; skills, education and training; governance and public administration; competitiveness; the financial sector and access to finance; revenue administration and public financial management; the labour market, social protection and migration. The consultation covers questions such as 

  • if you think the programme’s objectives are relevant to your country’s current needs? 

  • how well the programme is doing to help your country strengthen its institutional and administrative capacity, regionally and locally? 

  • how the programme can best help your country implement reforms to mitigate the economic and social impacts of COVID-19? 

Share your feedback, ideas and suggestions by taking part in the consultation. Contributions from stakeholders working for a public institution or administration are welcome, but also from organisations, such as businesses and non-governmental organisations, and all citizens having an interest in EU policies. The consultation is open in all EU languages until 10 June 2024.
