The Technical Support Instrument (TSI) provides tailor-made technical expertise to EU Member States to design and to implement reforms, in a wide range of areas such as revenue administration and public financial management, public administration and governance, growth and business environment, labour market, education and social services, migration, and financial market and access to finance. The TSI has been also supporting the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member States. Those reforms support Member States address their reform agenda, in line with the EU priorities and the country specific recommendations issued in the context of the European Semester.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument annual cycle is launched every year during the dedicated TSI Annual Conference. The conference also starts the discussion with Member States on potential multi-country projects, geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument. The event is also the opportunity to present the new "Flagship" projects, supporting reforms which are largely needed across Member States and are in line with the EU key political priorities.
For 2025, the Commission approved the following 10 reform support projects for Austria:

- Evidence-informed policy making for green and digital transitions
- Improving capacity in Member States to effectively implement the Pillar 2 Directive

- ProdTool - NPB 2.0: Micro-Data Analysis Tool 2.0 for comparative productivity studies at National Productivity Boards
- EU Supervisory Digital Finance Academy
- PACE - The Audit Learning Hub: Strengthening the skills of internal auditors to conduct audits of the core activities of central banks and national competent authorities (Austria)
- PACE - Governance of state owned enterprises with special focus on transparency and disclosure
For 2024, the Commission approved the following 7 reform support projects for Austria:
- Evaluation of AI-supported data analysis, audit processes and methods including use cases
- Support for the development of a concept with feasible options for the establishment of a nationwide protection facility for child victims of trafficking
Multi-country projects:
- Fighting bid rigging in public procurement: improving compliance and competition for public contracts
- Strengthening Austria's capacity to model the macroeconomic effects of 'green' policies and investments through the GreenREFORM model
- PACE - Promoting cooperation and cross-border exchange on important pillars of the Green Transformation: Green Finance and Green Skills
- PACE- Promoting cooperation and cross-border exchange on legal challenges and issues related to energy transition
- Building Policy Coherence for Sustainable Development (PCSD) in Austria
- Promoting the mental health of youth by addressing the risks of online gambling and gaming
For 2023, the Commission approved the following 9 reform support projects for Austria:
- Development of an infrastructure for micro-data analysis for National Productivity Boards
- Regional and local authorities – Enhancing Quality of public administration and cooperation, Prevention of money laundering and terrorist financing
- Forecasting and steering the teaching workforce in Austria
- Towards person-centered integrated care
Multi-country projects:
- Renovation Wave - Improving the survey of the national building stock
- Integration of environmental dimensions in public finances - implementing the 'Do No Significant Harm' (DNSH) principle in public funding programme
- Strengthening tax compliance by implementing behavioural insights for revenue administrations in Belgium, Austria and Portugal
- Measuring Citizen’s Satisfaction with Key Government Services for Better Performance and Enhanced Trust
- Developing in-house capacity for Latvia and other Member States
In 2022, the Commission approved 6 reform projects for Austria:
- Follow-up project for the implementation of an electronic file system in Burgenland
- Roadmap for a future Comprehensive Raw Material Balance
- Improving the framework conditions for staff in early childhood education and care to enhance the quality of education for children (Implementation of the European Child Guarantee)
- Establishing a nationwide Financial Education online Platform for Austria
- EU Supervisory Digital Finance Academy: Strengthening Supervisory Capacity in innovative Digital Finance

Highlighted projects
The Commission supports Austria on a reform to improve the working conditions, capacity and quality of staff in early childhood education and care (ECEC) as a key factor for the quality of education and care for young children.
The Commission supports the creation of the hub to navigate through the various programmes and funding instruments in order to identify how they could best use EU support.
