The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supports the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 1800 reform projects in 27 Member States.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In April 2024, High-Level representatives from the European Commission, Member States and other Institutions gathered to share their perspectives on how the TSI 2025 could support Member States for the successful design and implementation of resilience-enhancing reforms, and in particular Public Administrations to be fit for the future and adaptable to change.
The conference also started the discussion with Member States on potential multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument - and presented a set of "Flagship" projects - supporting reforms which are largely needed across Member States and are in line with the EU priorities.
For 2024, the Commission approved the following 9 reform support projects for Slovakia:
- Overcoming barriers to regional development in Upper Nitra
Multi-country projects:
- PACE - Leveraging knowledge about data-driven decision making
- PACE - Programme Slovakia 2021-2027: Capacity building in EU funds' implementation
- Boosting the cooperation on the usage of distributional impact assessment through microsimulation
- HSPA framework for Slovakia
- Supporting municipalities in improving access to quality and inclusive services for children and caregivers with refugee and migrant background: moving forward from an emergency approach to long-term inclusion strategies
- Enhance tax administration reforms through Tax Administration Diagnostic Assessment Tool (TADAT) in Slovakia
- Building Policy Coherence for Sustainable Development (PCSD) at the Central and Regional Level in the Slovak Republic
- Social Climate Plan for Slovakia
For 2023, the Commission approved the following 12 reform support projects for Slovakia:
- Increase ESIF absorption, eliminate gold-plating and provide result-oriented investments in the 2021-2027 period
- Accelerating permitting for renewable energy
- Process Map of the new IT system in insolvency
- Towards person-centered integrated care
- Strengthening the role of spending reviews in the budgetary process of Slovakia
- Industrial ecosystems - Integrated policymaking in the area of RDI
- Youth FIRST - supporting children and youth wellbeing, education, training, social protection and labour prospects
Multi-country projects:
- Integration of environmental dimensions in public finances - implementing the 'Do No Significant Harm' (DNSH) principle in public funding programme
- Crisis Management National Handbook
- Proof of concept of AI models in market abuse monitoring
- EU Survey of Central Government Public Servants: Strengthening Evidence-based People Management Policies and Reforms
- Support to Climate adaptation in Slovakia

- Strengthening the green transition in Slovakia through climate and macroeconomic modelling
- Developing e-government and AI to support RRP implementation in Slovakia
- Project preparation and implementation of the Just Transition Mechanism in Slovakia (follow-up)
- Recharge and Refuel - clean, smart and fair urban mobility in Slovakia
- Enhancing digital skills of seniors in Slovakia
- Strengthening coordination on inclusion of Third Country Nationals in Slovakia
- Support to the renovation wave in Slovakia
- Implementation of the European Child Guarantee in Slovakia

- Efficient tax information exchange: building capacity of Slovakia and Poland to fight aggressive tax planning

Highlighted projects
The Commission will contribute to streamline procedures and to improve EU Funds’ implementation mechanisms and their performance. It is expected that this project will have a positive impact on the Slovak Recovery and Resilience Plan.
The European Commission is supporting the Slovak Republic in enhancing its capacity to oversee, coordinate and monitor the implementation of effective national policies and mechanisms for the integration of migrants, in particular people displaced from Ukraine following Russia’s invasion.
The European Commission supports Slovakia in setting out a strategy for a fair climate transition in the regions of Horna Nitra, Banska Bystrica and Kosice.
