Reforming regulatory inspections in Italy at regional and national level

The European Commission aims to simplify the control and enforcement system for businesses, and the enhancement of regulatory delivery is a priority for Italy as a necessary measure for boosting the competitiveness of the country, supporting investment and growth, and improving the relationship between citizens and public administrations.

Context

The project focuses on improving controls on businesses and economic actors, addressing issues of regulatory complexity and institutional coordination inefficiencies that pose a burden on the state budget. It aims to tackle challenges faced by control agencies in various Italian regions and supports the government's simplification agenda. Additionally, it seeks to aid regulatory and administrative reforms necessitated by the COVID-19 pandemic.

Support delivered

The support measures envisaged are the following:

  • Support to the development and roll-out of tools for risk-based inspections in regions;
  • Support in addressing issues and barriers to reform at the national level;
  • Support to the regulatory and administrative reform in COVID-19 context.

Results achieved

The project has achieved the following objectives:

- The Italian government is finalising its Legislative Decree on controls (approved at technical level, adoption expected by end Q3 2024 – pending on political agenda)

- The Province of Trento approved a new legislation adopting the risk-based approach for administrative procedures, including inspections (published in August 2023) 

- Development and roll-out of tools for risk-based inspections in regions (checklist, scorecards);

- Capacity-building workshops in Campania, Emilia Romagna, Friuli Venezia Giulia, Lombardy, and Trento.
