Support to the Implementation of the Just Transition

The Commission provided technical support to Greece in the area of just transition. It facilitated the implementation of the Just Transition Mechanism and the wider transition to climate neutrality in Greece.

Context

SG REFORM has supported Greece in the preparation of its Territorial Just Transition Plans with two projects. These plans were necessary to unlock the funding of the Just Transition Mechanism.

This project targeted reforms aimed at supporting the next phase, i.e. the implementation of the Just Transition Mechanism in the regions of Greece that are vulnerable to the socio-economic impacts of the transition to climate neutrality.

The 2021 adopted law on Just Transition in Greece outlined the establishment of the entities constituting the core of the Just Transition governance scheme, the Just Transition Special Authority (JTSA) of Greece and Metavasi SA, which are responsible for supervising and facilitating the effective Just Transition implementation in line with the national strategic and programming framework for the just transition.

Support Delivered

The project focused on three key areas: 1) Developing a governance structure for implementing Pillar 3 interventions of the Just Transition Mechanism (JTM) in Greece. 2) Enhancing the knowledge and skills of stakeholders, including the Just Transition Special Authority (JTSA), in implementing the Public Sector Loan Facility (PSLF) within the context of the JTM. This also included sharing good practices and successful strategies from other just transition initiatives. 3) Improving understanding of the "InvestEU Just Transition Scheme" under Pillar 2, and exploring options for Greece. This aided the JTSA in supporting the utilisation of Pillar 2. 

Results achieved

The project's key outcomes include: 1) Establishment of a governance structure for implementing the Just Transition Mechanism's (JTM) Pillar 3 interventions. 2) Development of an administrative system covering the entire life cycle of an investment plan under Pillar 3, involving interactions among the Just Transition Special Authority (JTSA), project promoters, and beneficiaries. 3) Creation of a monitoring tool for tracking Pillar 3 progress and implementation, which can also be used by project promoters. 4) Enhanced comprehension among beneficiaries and stakeholders about Pillar 3, "Public Sector Loan Facility," its governance scheme, and processes, as well as the JTM overall. 5) Increased awareness of eligible projects in the context of decarbonisation programmes/initiatives. 6) Improved visibility of the JTSA and Metavasi SA among stakeholders, potential project promoters, and beneficiaries of various Just Transition funding options.
