Strengthening policies and governance arrangements within the Spanish national employment system
The State Public Employment Service in Spain (Servicio de Empleo Público Estatal - SEPE) is the national body in charge of ensuring the effective coordination of employment policies and programmes. As part of this project, technical support is being provided to assist SEPE in conducting a thorough internal assessment, to evaluate how different, Recovery and Resilience Plan (RRP)-funded employment programmes are being implemented throughout the Spanish territory. In parallel, support is also being provided to carry out a mid-term evaluation of the Youth Guarantee + Plan, and produce actionable recommendations to strengthen its implementation. All in all, the recommendations derived from this project are expected to inform the improvement of policies and governance arrangements within the Spanish national employment system.
Context
The Spanish labour market faces a number of structural challenges, which in the last few decades have translated into skills mismatches, a high incidence of involuntary part-time and/or fixed-term work, high rates of youth unemployment, and high rates of overall labour market segmentation. In response to these challenges, the Spanish government has put forward a number of ambitious strategies and action plans – most recently, in the framework of the Spanish RRP. These initiatives aim at facilitating a dynamic, resilient and inclusive labour market, while at the same time supporting the acquisition of green and digital skills.
Support delivered
Starting in September 2023 and for a period of 20 months, the OECD, in cooperation with the European Commission, will work with SEPE to conduct a qualitative assessment of selected Active Labour Market Policies (ALMPs) implemented within the Spanish RRP. The project will further develop an assessment framework, composed of well-defined criteria that will help to assess the performance of ALMPs in a qualitative manner, and to identify good practices that could potentially be transposed to other regions or groups of clients. The results of the assessment will feed into benchmarking of ALMPs and mutual learning among regional Public Employment Services and SEPE and will be used to develop a set of recommendations. As concerns the Youth Guarantee+ Plan, the project will carry out a comprehensive interim evaluation, based on available administrative and survey data. On the basis of the results obtained, a targeted recommendations report and an action plan will be produced, to improve the implementation of the Plan throughout the Spanish territory.
Expected results
- Enhanced capacity of the State Public Employment Service to identify best ALMP practices implemented as part of Components 23 and 19 of the Spanish RRP, and to promote and coordinate their effective implementation within the Spanish National Employment System.
- Enhanced capacity of the State Public Employment Service to measure the outcomes and degree of implementation of the Youth Guarantee+ Plan, through a comprehensive mid-term evaluation.
