The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supports the preparation and implementation of Recovery and Resilience Plans. TSI 2022 main novelties are the multi-country projects, geared at addressing common issues among Member States thereby underlying the EU added-value of the instrument, and the "Flagship" projects, supporting reforms which are largely needed across Member States and are in line with the EU priorities.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 1500 reform projects in 27 Member States.
12 NEW PROJECTS SELECTED UNDER TSI 2022
With the second round of the TSI, the Commission will support Spain with 12 projects in the areas of digital government; judicial systems; energy policy; sustainable development; competition and consumer policy; financial supervision & fintech; digital health; inclusive education; social protection benefit systems; and digital skills. 3 of those projects are multi-country projects.

52 COMPLETED AND ONGOING REFORM PROJECTS
Spain has so far benefited from 52 projects financed by the TSI or its predecessor, the Structural Reform Support Programme (SRSP). This support has addressed a broad range of policy areas, including environmental protection, business and growth, employment and social services, education and training, fiscal reform, insolvency and public administration.
A particular focus has been on the digitalisation of justice, efficiency of public spending, fight against fraud and effectiveness of the health system. To date, 18 projects have been successfully concluded.
Implementation and monitoring of the Recovery and Resilience Plan for the green transition
The European Commission supports Spain in developing a mechanism for managing investments, monitoring, and reporting on the green components of the national Recovery and Resilience Plan (RRP).
Support to improve the quality of dual VET within the Spanish education system
The European Commission provided technical support to the Spanish Ministry of Education and Vocational Education and Training (VET) to reach a consensus among stakeholders on a coherent monitoring and evaluation framework for dual VET schemes.
ICT strategy of the State Administration and modernisation plan for the public administrations
The European Commission supports Spain in its efforts towards the digital transformation of the public sector.
