Technical Support Instrument - Country Factsheet

The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supports the preparation and implementation of Recovery and Resilience Plans

Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 1800 reform projects in 27 Member States.


Hungary has so far benefitted from 39 projects financed by the Technical Support Instrument or by its predecessor, the Structural Reform Support Programme.
Policy areas
The support addressed a broad range of policy areas, including public administration, better regulation, public spending, financial literacy, healthcare and education. A particular focus has been on digitalisation in both private and public sectors.
5 of the projects were part of a multinational effort to support reforms benefitting several Member States.

Reform projects approved under the Technical Support Instrument

The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In May 2023, High-Level representatives from the European Commission, Member States and other Institutions gathered to share their perspectives on how the TSI 2024 could support Member States for the successful design and implementation of resilience-enhancing reforms, and in particular Public Administrations to be fit for the future and adaptable to change

The conference also started the discussion with Member States on potential multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument - and presented a set of "Flagship" projects - supporting reforms which are largely needed across Member States and are in line with the EU priorities.

The Commission helped to contribute to the improvement of the soil and surface water status in Hungary on one hand, and to the implementation of sustainable water management practices across government bodies and policy areas on the other.

The European Union via its Technical Support Instrument (TSI) and the OECD Higher Education Policy Team have supported the Hungarian Ministry of Innovation and Culture (KIM) with the development of quality assurance policies, standards, and practices, to be implemented by the Hungarian Accreditation Committee (MAB) to advance the development of high-quality digital higher education in Hungary.

The Commission helped to strengthen the Hungarian Central Bank’s capacity to assess the threat landscape of the financial sector, there is a need to develop methodologies that will enhance the reporting of cyber incidents, augment the treatment of cyber incident related data, as well as aggregate the relevant data on threats, not only amongst large institutions, but within the general population of the supervised entities.
